Actually in dollars you might be correct.. In terms of oil the cost of Ethanol is higher. Preping the ground uses Oil, Planting, clutivating,harversting, hauling to transfer point and then on to processing (Used to use trains for that but they are too efficient so we use trucks now) Fermenting and distilling all take Oil and/or other forms of energy.. and Alcohol is a low density fuel compared to Gasoline (Less punch per gallon).
Someone said 4-5% better MPG with Pure Gasolin but the O/P was logging closer to 20%.
This depends on the engine.. Newer computer controlld engines adjust timing and such to compensate.. Older engines.. I can see it as possible since they do not have the automatic adjustments modern engines have.
