Not completely true.
Under the redone Dept. of Justice rules, Segways and “other power-driven mobility devices” CANNOT be used within Congressionally designated Wilderness Areas, although wheelchairs can be. Reference link
And the appropriate term is person with a disability. Less appropriate is handicapped, but certainly not "handy capped."
