In Washington the point it becomes legal is the point it becomes a "COMMERCIAL" vehicle. Yours and my CDL has no standing when driving a non-commercial vehicle. If you were doing as some guys do and picking up a few extra dollars when retired and help RV dealers move coaches from place to place then a CDL and DOT physical card on your person are legally required. The 14' boat weights 325# and is loaded and unloaded with the help of a 12v winch. The bunks extend back to the transom that has two retractable wheel. It works fine. I can watch it on the backup camera and it hasn't even wiggled in the probably 4000 miles I have pulled it. The 15hp and 2.5 hp Evinrude 2 strokes and fishing gear ride under it. The suspension and tires are rated for 1500# plus and carry 500 pounds. The Samurai carries 400#. I have a little two wheel dolly that connects to the bow eye to wheel it around. It slides up and down the carpet covered bunks pretty easy. The bunks are 1"X4" channel flat side up. The boat bottom is flat with several V's length wise across the bottom that help keep it aligned when loading.
