Not sure I'd think this all through as well when it happens but here goes nothing:
1) Get dressed and collect essentials (meds first on the list).
2) Call 911
3) Turn on all interior and exterior lights and open window coverings so emergency personnel can see people are inside and need assistance
4) Since I have a TT and based on the OP's description, I would stay put as the moving water is more danger than anything else in the moment
5) I'd get collars and leashes on the dogs, but put them back into their crates so I can manage them 1 at a time when help arrives.
If we're aware of the risks before the water rises, it would be load up the TV with us and the pets and get to higher ground (as others have suggested).
We had a similar true scenario many years ago at home with wildfires coming from two directions. We loaded up photos and key documents and went to a view spot to keep an eye on things. Things weren't "that" close, and that meant the TV and radio news were more focused on the areas where homes were already burning - so we couldn't trust them to meet our needs.
