Would you please explain the safe method to unplug a power cable from a power pedestal when standing in knee deep water?
If the water is knee deep the power has probably already tripped the circuit. If so the line would be probably be dead, but you don't know and must always treat all power as being LIVE. If a person has no electrical knowledge it is best left to the professionals who are trained and do it all of the time. Again it's best to just leave before you get into that situation. JMO
