Generally there are flash flood watches then warnings put out over NOAA weather stations.
Yes, but those warnings go out on such a regular basis, that isn't enough to plan. You may know thunderstorms are coming but you don't know where the bad cells will set up and cause flooding.
It's more about knowing how prone an area is to flooding. Even that won't help in the worst of flash floods but growing up in Louisiana, locals knew which areas were prone to flash floods. To the OP's question, I've unplugged electric before I went to bed before if I knew a bad thunderstorms were coming but that is probably me worrying too much about water blowing under the electric box.
