With water still rising I would not try to turn off electric, and I would not try to salvage anything except wallets and purses and cell phones. Then I would head to higher ground as quickly as possible. If it was possible to drive the truck out without having to drop down thru even deeper or rapidly flowing water I would. Otherwise I would begin walking toward the highest point I could see, again without walking down thru deeper or rapidly flowing water. As a last resort, find a tree or really strong structure I and the family could climb and wait for help.
