There is some agency in your state that does what's known as a VIN restamp. In VA it appears to be the VA DMV.
You can't just call a manufacturer and tell them you want a new VIN plate. They don't know if you're in the business of selling stolen trailers. If it was that simple anyone could steal a trailer, call the manufacturer, get a new VIN plate, slap it on, and there would be no way to trace the stolen trailer.
In IL the restamps are done by the IL State Police. Each ISP district (21 around the state) has someone assigned to do a restamp. That person will come out, check out your paperwork, check the vehicle for a confidential VIN and then using special stamps will restamp the VIN. If it's a homemade vehicle/trailer then the IL Secretary of State will come out, inspect the vehicle to ensure it complies with all vehicle laws, and then do a VIN assignment and stamp a VIN.
It's not legal for just anyone to assign a VIN or do a restamp. The reason is simple. Anyone could steal your vehicle and restamp it. A vehicle with an improperly stamped VIN can/will be seized. There are some VIN violations where just the simple possession can be charged as a felony.
