OP here again...
Sadly one of my neighbors lost her dog to the big cat. She elected not to let her smallish pooch out in the backyard. Instead, she felt safer letting the dog out in an enclosed front yard and it did not end well. Hopefully Fish and Game will have some luck persuading this big cat to move on. Until then the neighborhood is understandably nervous.
