Unfortunately, those guys with their dogs are not capable of obtaining and keeping a regular job. Do you really think if they were of sound mind they would choose begging in the rain, cold and heat, subjected to ridicule and general disdain by the public? They have mental problems and addiction problems. There is literally nothing that can be done to help them. Our society has rightly decided that you cannot lock someone up against their will and provide them with the services that might help them. A free society means that people are free to live and act in ways the masses believe are not in their best interests. I don't see it as they are gaming the system, but rather they are not using the system set up to help them. It is a shame, but it is, in some ways, their choice.
I toss a few dollars their way often, and thank my lucky stars I am not in their shoes.

But that is NOT the guys I see routinely staked out at THEIR corners.
That IS their JOB

No upper management, no time clock, no taxes and pretty good 'wages'
Yes it is a CHOICE
One that these guys have consciously made...

So don't generalize and attempt to justify what I personally witness
