I think the "no cleaning or washing" has less to do with "ooh, gross, they washed their feet under the running water" and more with:
1. Food pieces left after washing dishes attracting wild animals; and
2. Excessive water use as more people started taking advantage of the freely available water in the campgrounds.
I remember when I was a kid, there was a spigot for each campsite. They did away with that setup quite a few years ago now.
