I have not yet been to a campground, private or state park, where the water spigots cannot be used for filling the fresh water tank of a camper. Many places have signs that you cannot have your camper stay hooked up, but filling is okay. This is all camping in the Northeast, so keep that in mind.
I have no problem with people actually JUST rinsing at a faucet, as long as it is not "rinsing" dirty dishes or other stuff - and it isn't causing a mud puddle. If kids want to splash each other, fill water guns, or rinse sand off their feet, okay. Inevitably someone shows up with dishes or (very common) the grill off the barbeque to scrub them off.
And, inevitably, if you ask them about it, the response is: "Oh, one or two dishes won't hurt anything." I guess no one else will use that faucet for the rest of the season, huh?....
Oh well.
