If the regulator is on the spigot end, it is possible that it is the regulator. The larger diameter hose acts as an accumulator tank. Once the pressure drops the small hole in the regulator restricts the flow. I would opt for a better regulator like the Valterra A01-1117VP or a Watts Valterra
