I had a Starcraft that did the same thing, rubbing on the inboard wheel wells. It was determined by the dealer & Starcraft that when they welded the wheel well housings they did not get them placed correctly. Starcraft had 2 new axles custom made to center the tires in the wheel wells. I saw the invoice on the axles & they were only a couple hundred dollars. Something you may need to consider.
Originally the dealer tried to say the rubbing was a one time incident. I had him spray paint to cover the scuffs on the wells and drove around his lot a few times and pulled back to the service area. When there was fresh scuffs he took me more seriously.
