Your welder guy I'm sure can measure the spring hangers to the tow ball to make sure they are equal distant and the front hangers are parallel to the rear. If the hangers are screwed up, he can address that with the frame fix. Then the alignment guy does not have to deal with the hangers being wrong. And if you axles are not bent, alignment should come in if the hangers are right and the spring bushings are not were out.
On my setup I made adjustable axle seats so I could dial in thrust angle and make the rear axle dead parallel to the front. However alignment shops often bend the axle tubes to create alignment. I myself do not like the thought of bending the tubes to fix a messed up hanger location. It works and a lot of it is done, just I prefer to fix the cause at the source.
