Keystone RV has a video that shows the side movement of tires when cornering. Watch at 0:45 to about 1:10
When the bottom moves out the top of a tire will move in the opposite direction. Sounds like a design problem with the RV Mfg not allowing for normal tire movement. Alternate axle or wheel offset or simply more clearance around the tires is needed and IMO the MFG should fix this as a safety related design problem. Especially it it results in tire failures.
NHTSA has a web site that allows you to post complaints. If there are component failures and enough complaints they can investigate and even order a recall if needed.
