I'm not sure how the cap and trade works. But here in Pa, a few years ago, our legislature passed a 28 cents a gallon increase in the franchise tax for oil dealers. They made the same argument that maybe they wouldn't pass it on to consumers. As a business owner, I can tell you and increases in my cost of business are altimately paid by the customer. And in Pa, the franchise tax was also passed on to the customer at the pump. So we have one of the highest gas taxes in the nation.To top it off, we were told all of the increase would go to fix roads and bridges. We now have found out that a good portion of it goes to fund the state police! Maybe I should be shocked and appalled that our politicians lied to us. But I'm not.
