It has nothing to do with how much fuel, passengers or their size since those can vary. Thus the GVW changes as you add passengers use up fuel or change the cargo onboard. Likewise the GROSS VEHICLE WEIGHT RATING is a constant and unlike GVW never changes except from an authorized upfitter and isn't based on any particular passenger, fuel or cargo load.
Thus I'm not even sure what you are actually trying to ask.
