And then the best answer is "IT ALL DEPENDS" meaning you have to determine VEHICLE BY VEHICLE what the manufacturer includes and doesn't include since "PAYLOAD" is not universally the same manufacturer to manufacturer and maybe even year to year. I would tread payload as a first cut on how much weight can be added to a vehicle and I would assume it ONLY includes a full tank of fuel and nothing else. If that assumption causes you problems then you are already too close and need more TV.
