I can state categorically that it DOES NOT include a driver or fuel.
It is simply the GVWR of the truck minus the empty weight.
The empty weight includes operating fluids such as oil, antifreeze, trans fluid etc but NO FUEL.
So the "combined weight of occupants and cargo must not exceed" number on the tire label near the driver's door on post 2005 trucks needs to be reduced by tank capacity x 6#/gal along with driver, passengers, hitch and other "stuff" to arrive at a max value for pin/tongue weight.
The confusion arises in that the Max Towing Weight numbers DO allow for a 150# driver in the truck.
