Seems like the couple should at least get some if not all of their money back.
Why? It's not the tour company's fault or issue, especially if no trip insurance was taken out. We had booked a trip to Utah a few months beforehand-no travel insurance. We were scheduled to go in April-I was diagnosed with CHF then and couldn't go to altitude. Airline allowed us to use the purchased ticket cost against another flight. Couldn't get a refund despite the fact I was so ill (they will, however, honor the deposit forever) and I didn't feel they owed me anything. Honoring the deposit was enough in my eyes. These businesses don't owe you anything other than what they've promised to deliver. Morals of the story: Trip insurance is well worth it and DON'T do anything crazy before you leave!
