It should be noted that not all states have a 5 car pull over law. Virginia does not. In this state it is legal to drive down the road at any speed you'd like with 20 cars behind you chomping at the bit. Except, of course, on interstates or other roads with a minimum speed posted, in which case, you do have to be going at least that fast.
But that being said, I've been the slow poke leading the pack, and I pull over. I've also been the 2nd or 3rd car and wished they would.
