Here in Texas it is common courtesy. Yes, if I'm going 55 on a road, nobody has a right to pass if it is the speed limit, but I like trying to make other people's drives more interesting than looking at the back of a trailer, so if there are cars piling up, I'll pull over and let them by if there is room. Heck, I'll do that (move to the breakdown lane) if just driving without the RV because it is something nice to do for other people.
