Most of the East Coast has NO "5 car law".
If the lead car is doing the speed limit that is what is expected.
I once heard a Judge say that as long as any vehicle is doing the minim posted
speed limit on a road there was nothing illegal about their actions. That is good on an interstate were the Min. is posted.
On roads with NO min speed limit it is almost impossible to get a Judge in the East Coast and in the South to convict anyone, even in major agricultural ares with lots of Farm Equipment being moved. They have aright to use the roads, is the prevailing thought. The inconvenience of others is an after thought.
