Depends a lot on the driving situation. In a moderate pull situation, where I can hold my speed and rpm's, I will usually keep going. In many cases, if you let your rpm's drop, It is almost impossible to get a start back onto the road from a full stop or pulloff. If engine or transmission temps start rising, then by all means, pull off. On a grade, getting back up to speed (55) before the top may be impossible, so holding 55, and blocking a few may be better than trying to pull at 25 or 30 and being a actual obstruction. Most important thing is courtesy, and do the best you can in the situation.
