Interesting topic. I briefly looked into Maryland's laws, but we do not appear to have a law requiring a driver going the speed limit to pull over with 5 cars behind.
But the topic under discussion is real world driving, so I must say that under similar circumstances I would not likely pull over if there are places to pass (and I am going the speed limit). I would move over TO (but not over) the white line allowing the best view for potentially passing vehicles.
All that said... I am a courteous driver and do not want to inconvenience anyone, but not by pulling off the road every few miles so drivers exceeding the speed limit can go by.
