The driver should have been aware and courteous of people behind him, I dont care what the speed limit is. Pulling a trailer in the mountains, I pulled off a dozen+ occasions to allow drivers to pass me easily and not endanger themselves....OR US!
The same holds true for left lane drivers who are not going the speed of traffic behind them. By law in the majority of States, they are to move over, and allow people to pass. Speed limit plays no role. Move over and allow people to safely pass.
