If there is traffic backed up behind me and I find a SAFE pull over, I'll do it. Safe pull over is not always available when towing. I won't drive over the rated speed of my TT tires regardless of who's behind me and I won't pull over every time someone is behind me thinking they get to decide the speed limit. Now, I have to wonder which law takes precedence, speed or holding traffic. I've been pulled over for speeding when passing so I think you can't break a law to accommodate another. If that's the case, I guess I'll be letting a judge figure the law out.
