Unless there is a different Wa law that states exceptions, this is what I found: Wa minimum speed regulation
As you read it, it states that you can not impede traffic, unless conditions require driving at a reduced speed for safe operation, OR in compliance with the law- which to me means if you are doing the speed limit (the law), you are not impeding traffic. It appears the last update was in 1977.
Without reading the referred section about passing on one lane roads (each direction), it does state you may exceed the speed limit for the limited distance necessary to safely pass a vehicle traveling below the stated speed limit which is interesting.
Makes you wonder if these signs and the law are from when trucks had half the power (or less) they do now? It would be interesting to compare a mid 70's 1 ton pulling near max to a 1 ton of today pulling near max to see how they would do against each other. May be closer than we think due to the increased capacity of modern trucks. Or maybe it is time to update the law and signs???
