Alot of times they still won't use the turn-outs just poking along till the next passing lane comes along so they can play the game again.
I've been the martyr more than once in these situations, after miles of being forced to play their game. When there's a passing lane I go around, switch lanes back in front and then find myself going 15-20 under the limit as literally dozens of cars stream by on the left.
For all you "it's my right as long as I go the limit types", you'd better not be slowing to well under the limit in the corners because your loaded rig can't handle the same speeds as the cars. The yellow warning signs are NOT speed limits.
To the OP: I pull over whenever it's clear those behind me would rather not be. Who wants to look at the back of a camper? As it turns out, I rarely have to as I mostly drive with the flow of traffic.
