Wnjj- EXACTLY my point. If they are in a big hurry, let them go by- that way you won't be the first person arriving at a head-on accident. If you are plugging up the road, (depending upon how anxious the other person is) don't push that person to take extraordinary chances with his (and possibly) your life when he tries to pass in a dicey situation.
