Sure, if I thought it would save someone's life. Like, say, if the robber was about to shoot the store owner and I saw the cops were pulling up but going to be too late, I'd shout, 'Hey! The cops are here!' to distract the robber from pulling the trigger.
The point of the law is to keep people safe and promote the general welfare and all that. It's not about obeying rules for rules' sake.
And like rhagfo says, keeping people from getting upset might save a life, too.
