Okay, I didn't read all ninety posts, so if this has been said before, shoot me! In CA, there is a five car rule and if conditions allow traffic to drive 65, while that is not to the letter of the law, it is following the intent of the law. CHP will allow it at time.
If it is raining and the lead car is doing the posted speed, that driver could get a reckless ticket if the CHP officer feels it is unsafe.
I have driven at 35 MPH between the Grand Canyon and Page when the wind was blowing to hard for me to feel safe going 55. It's not a good road for pulling over and yet I would pull over to the edge of the shoulder when safe to pass me and signal and pull back to the center to show it was no longer safe to pass.
As so many said, pull over and stop if safe or signal you going over and then 4 way flash to show you going slow and it's okay to pass. It is sort of a what would a safe prudent driver do.
Use common sense and enjoy the countryside, that is why I have that huge window in front of me. Okay so it's the only way the rig came.
