Hmmm..they strictly enforce the rules at the places we volunteer - nat'l parks right down to a noisy campsite. Sure glad they do!
I said as a general rule. And I guess I should have clarified by enforce, I mean make an arrest or write a ticket. I bet even where you're volunteering that most of what they do is verbal warnings.
