Yup, have been "up" there. I believe this is at the top of the arch in St. Louis, MO. If you haven't been up there, its an interesting ride up and down and not at all as scary as I thought it would be.

And the ride up is half the fun as he says. You are in a small cage like on a ferris wheel as you initally travel vertically, but then angle over as you go up the inside of the arch. It is between the river and downtown in a nice park. Interesting displays in the visitor center underground where you get on to go up.
