I thought these magic integrated sway control hitches fixed everything and created rainbows wherever they are installed...

OP, If your trailer is relatively level when hitched up, and you find that the tongue weight is under 10% still (as you state now) then you need to add some weight to the tongue. Simple ways to do that are out there, but they are not all cheap. Simply moving your stuff to the front of the trailer can help greatly. You can increase the size of the propane tanks (if using 20 lb you can go to 30 lb, add a second tank if you only have one, etc) You can also add batteries if you need to.
I would go grab my bathroom scale, throw it under to trailer tongue jack with a foot on the jack and lift the trailer off the ball, roll forward with the truck and then level the camper. If your weight maxes out the scale then you know that its over 300 lbs. If not, just read the number.
