No, he should not drive it without the Equal-I-zer hooked up. With that combination, he needs all the sway control he can get.
If he has 500# tongue weight and has the Equal-I-zer properly adjusted, approximately 125# will be transferred to the trailer axles, leaving approximately 375# to be carried by the TV.
A WDH does not change the value of the tongue weight. It just changes how much of the tongue weight is carried by the TV and how much is carried by the trailer axles.
