Why do I have sway with a WD hitch and sway kit?

I don't understand. I'm starting to think I don't have my tire pressures right (tandem setup) My base tongue weight is 219 and I know to load a trailer with more weight toward the fron (the old 60/40...

The trailer has about a 16ft box portion. The Jeep is stock with GoodYear Tracker 2 tires. I swear I'm putting as much forward of the axles as I can. Maybe I'm being hypersensitive to it.

I was drooling over a Ram 2500 Cummins Turbo Deisel Long Horn on display at a 4H Fair today, too bad I don't have 63,000 bucks....
