Why does my A/C fan on when I run the furnace?

My fifth wheel has two temp controllers. One has a digital display that controls my A/C and blower. This thermostat also controls my gas furnace. THe other thermostat is the type that I've had on...

Is there a (possibly inoperative) heat strip on the air conditioner unit? Perhaps the heat setting for the digital thermostat is controlling that. More a stab in the dark than anything.
