Why don't they ?

I've had RV's that exit somewhere other than the extreme side of the RV. Some in the middle and one that exited from the other side and was piped over to the street side.
So I would much rather see dump stations being flat.

I can dump in 5 minutes now with my new Motorhome but when I had my travel trailer, dumping could be a chore. My TT was very low to the ground and half the time the hole for the dump station was higher than the sewer hookup on my TT. I had to continually pick up the sewer hose to "help along" getting the stuff out. Now on my motorhome, the sewer hookup is pretty high and I can't believe how quick I can dump all four tanks (2 grey, 2 black). I can dump 4 tanks faster now than just one tank on my old TT.

The four motorhomes we've owned so far all had waste tanks with bottoms that tapered towards the drain.

My thoughts exactly. Recently stayed at and used the dump station in a very nice little city park in Redfalls, MN. The dump station is right at the base of the little hill leaving the park. Your front wheels had to be slopped up 10 to 15 degrees from the rear wheels. The MH dumped OK, but it was strange.

Exactly! Not all black tanks, just like all RVs, are built alike.

A level pull up area at the dump stations is the best solution. SD knows how to build them. ;)
A level pull up area with just a small portion tapered toward the dump station pipe to direct any spills into it.

I would guess that many concrete pouring guys/gals have been fussed at for not putting in a pad that is level and would hesitate to slant one??

Every RV I`ve seen has a slope in the bottom of the tank to the outlet of the tank and then the lines to the valve also has a pitch.

Yep they say the third times the charm,,, that's what it took for us the get a site having FHU's at the CG just outside of Zion NP , the first one I circled around and drove back up to the office.
Explained the situation , so they sent us out to another one, same thing .
I picked out one that the sewer hose would work with, called the office # and politely asked them to change our CS # to the one we were in.
After much squabble on their end I asked for a manager to come out to our CS.
After he unloaded on me , I said follow me over to the other two sights , once he saw what I was talking about , he just said enjoy your stay and walked off.
I think in reality that little light bulb over his head clicked on, and he finally got it. S&^% doesn't travel uphill without a lift pump ... ;)
