Years ago my dad moved his boat back a few inches on it's trailer to reduce tongue weight. It was still tongue heavy but he could lift the tongue by hand to hitch up. Fine and dandy until we hit the interstate one day. Above 50-55mph it started to whip like there was no stopping in. We pulled off and moved the boat back forward and problem solved.
