Yes, but how many people go with toddlers? I'll admit I wasn't paying that much attention to it on my trip last year but it just doesn't seem like a place that would be fun for the toddler or parent - and their are other options. I've been to twelve (?) national parks, many multiple times. Yellowstone would be the most dangerous for a toddler and it's mostly because of the many things that would be irresistible for a toddler to touch like the mudpots/springs. Sure, it can be done safely but if I still had young kids, I wouldn't want to be where I've got to constantly carry them or deal with a stroller.
The bottom line is we deceive ourselves that national parks are as safe as a city park. If I was in the area, would I go with toddler? Sure. If I'm planning a trip and driving 1,000 miles just for that? Lot better options in my circle and go to Yellowstone when child is older.
