Will camprgounds ever fit hospitality standards?

I have stummbled accross that, our prov parks have alot of "rules" and a few are on signs, but it does make for a nicer stay when the rules are enforced.

what gets me are some of the oddball rules some private park owners make or put importance to, or how even with normal rules how they are selectively enforced in some cases, its ok for some people to party it up, but not everyone, like seasonal campers in some places get "special privileges", even when transient are mixed in in the same area,
