I think that what the op is referring to is being met with a barrage of don'ts upon arrival. It most assuredly sets the tone upon arrival.
Another thing that I have noticed,is that if the entrance and office/store is clean neat well kept and projects an atmosphere of class and the grounds are well maintained, the guests tend to act accordingly. If the office and store are reminiscent of a biker bar, you are setting the standard pretty low.
Trust me motels and hotels have the same problems with guests that campground do. They just manage with out all the signage, and as opposed to campgrounds most hotels are managed corporately, by some one with a degree in the hospitality business. They are trained to get there point across without being in your face about it.
People that are saying they haven't seen the signs, I think have just looked past them as they are every where. I don't pay much attention to them myself as they don't normally pertain to me. I conduct myself,as do 90% of other folks, in a manner that won't cause me to run afoul of any reasonable rule.
