Yep, they are. The logic behind it is that if there's a crooked cop who's going to make trouble for you, (s)he is going to make trouble regardless of what you do - you can't control that. So, you control what you DO have control over and don't give the majority of cops out there a reason to bother you.
Of course, if you think all (or the majority) of cops are crooked, then you're doomed before you walk out your front door.
