Different states have different vehicle laws. Texas has the "move over or slow down" law where if a police car is pulled over with the lights on, if traffic doesn't go 20 miles under the posted limit in the right lane, it can be a $2000 fine. It is always good to ask and check around. One surprise that I found in CA by reading is that they disallow right turns on red and U-turns. Here in Texas, they are allowed, so it is always good to find that info out firsthand. Ignorance isn't an excuse.
In MN they have the Move Over law. I've never hard of the Slow Down part though now that you mention it I'll do it here too. Doesn't sound like a bad idea and it may be a law I didn't hear about. I don't think the fine is $2000 dollars though.
