Although I might be very upset if this incident had happened to me, I am not sure I would blame the campground owner. I would have to somehow prove the owner was negligent. Very hard in this case.

Owner would be negligent putting a speed bum on a curve where the MH could not go over the speed bump squarely with both front tires at the same time, thus causing the frame to flex it twist.
If this were the case then every entrance to every shopping center or gas station in the country would also be at fault because many of them are much more of an incline or drop than 6 inches and cannot be crossed at an angle so both tires can go over them at the same time.
Many speed bumps all over the country are at an angle so you cannot cross them squarely.
