In basic training, in the Army, we were taught during Bivwack week how to do the personal hygiene and all the water we had was what we could carry in our "steel pots" (helmets). We were all given 1 helmet full of water. First was our teeth. Dip the tooth brush with tooth paste in the helmet to make it wet. Brush and spit, spit, spit. Then take one mouth full of water and rinse. That's it!
Next, use a wash cloth, make it wet by dipping it in the helmet, then rub it on bar soap and wash everything! Head down ward. Feet up ward, and end in the "middle" last. Pour a little water on the wash cloth to rinse it, wring it out, and use the wash cloth again to wipe off any soap residue on our bodies, repeating, head first ... downward, feet upward, and end in the middle. Then use the remaining water to rinse out real good our wash cloth, and dry with a towel. All this with about a quart of water. And we did that several days in a row.
Did I mention, I did bivwack in November in New Jersey (Fort Dix ... AKA... Fort Sand!) And our only shelter was a pup-tent. yea ... we froze our behinds all right, and old Mr. Drill Sargent hovered over us to make sure we "bathed" correct too!
