It does seem like a crazy/odd idea.
But, maybe we should look at as some engineer(s) are trying to reduce traffic crash injuries/deaths.
And, they are attempting to do it without the excessive costs involved with ramps overpasses or bridges at intersections.
With this type intersection, you're not crossing an intersection with traffic coming at you from two different directions at the same time.
Maybe it will be a little safer?
