Part of me thinks this is addressing a symptom of the inattentive disease. It seems the objective is to reduce fatal crahes, not to increase traffic flow.
I can see where it may be easier for a lenghy rig, not having to block one direction while waiting to clear the other. However, you'll just have more right turning idiots pulling out in front of traffic, so they get rear-ended instead of t-boned. I guess that's less fatal.
